A multidimensional, quantitative survey tool that builds upon and adapts the WE-MEASR tool [see above] to evaluate the impact of CARE's Community Score Card (CSC)© social accountability approach to governance and health service delivery. Measures changes in two domains: 1) women & community members empowered, 2) negotiated spaces, expanded, inclusive, effective [i.e. "safe space" to productively interact]

Baseline data drawn from a cluster-randomized trial of CARE's Community Score Card (CSC) in 20 catchment areas in Malawi.
