Women's Empowerment-Multidimensional Evaluation of Agency, Social Capital and Relations (WE-MEASR) is a multi-dimensional, quantitative survey tool designed to strengthen and standardize the measurement of women's empowerment in CARE's sexual, reproductive and maternal health programs.
